A few minutes before 9 a.m., school buses pulled up to Rochebelle High School in Sainte-Foy in dribs and drabs as the parking lot bustled with the cars of parents dropping off their teens for the first day of school. Students in both the English and French public school systems went back to school Aug. 30.
