Cardinal Désiré-Joseph Mercier (1851-1926) was noted for his staunch resistance to the German occupation of Belgium during the First World War. A model of resistance, he distributed a strong pastoral letter (while under house arrest) to be read in all his churches, urging the people to keep up their spirits. (Source – Wikipedia)
