Ottawa has turned up the heat on a struggling Quebec shipyard trying to win a piece of a $33-billion federal vessel-construction spree, stipulating this week that all competitors must be financially solvent by the time they bid for the job.

It’s the latest twist in a massive spending decision facing Ottawa that has the potential to ignite regional anger at the minority Harper government as it nears a possible election in 2011.
