Shannon Public Notice on Hydro-Electric project and related referendum

In July 2009, Hydro-Québec Distribution introduced its Program to purchase 150 MW of electricity  emerging from power plants generating 50 MW or less (invitation to tender PAE 2009-01).  The  Municipality of Shannon wishes to seize the opportunity offered by Hydro-Québec Distribution to present a project for the construction and exploitation of a small power plant.  Small power plant projects, such as  this one, are encouraged within Hydro-Québec’s 2006-2015 energy strategy plan as a socio-economic driving force for the development of the community. This represents a business and development opportunity for Shannon, a project that would generate direct benefits for the community and its surroundings since the Municipality would be sole promoter and owner of the project. Thus the Municipality would have exclusive and total (100%) control over the plant.
 
The objective is to build a new hydroelectric facility on the Jacques-Cartier River at the foot of the alls.  The new facility would be built on the opposite shore of the old Saint-Gabriel plant in order to preserve the recently updated park and the remnants of the old plant.
 
The main incentive for the construction of a small-scale power plant is its socio-economic advantages generated by the sale of the electric power to Hydro-Québec.  The construction of the new facility would be an instant driving force while the profits acquired year after year would be entirely reinvested in the community.  The project is lucrative from its first year and will remain productive on a long-term basis since Hydro-Québec’s purchasing contracts are guaranteed for 20 years.  Revenues from sales (approximately 20 GWh/year) are estimated at about   40,5 million dollars for the next 20 years. 
 
On September 8th, 2009, the Municipal council adopted resolution #160-09-2009 regarding this project of construction of a small power plant for the Municipality of Shannon on its territory.  During the meeting of the council of mayors on October 21st, 2009, the MRC Jacques-Cartier adopted a resolution supporting Shannon’s project for the development of a hydroelectric facility on its territory. 
 
The population’s support is necessary in order to conclude the process of consultation and approval of the proposed project.  Members of the municipal council request your presence at this information meeting in order to present you this project.  Our experts will also be available to answer any questions you may have.  Information is also available on our website at: www.shannon.ca
 
 
Public notice to all those persons entitled to have their names entered on the referendum list of the Municipality of Shannon
 
Regarding resolution #160-09-2009, adopted by the municipal council of Shannon on September 8th, 2009, and supporting the project for the construction of hydroelectric facilities in the Municipality of Shannon, we are notifying the persons referred to by this notice that it is their right to request that a referendum poll be held by entering their name, address, capacity and signature in a register open for that purpose.  The register will be accessible Tuesday, January 26th at the Shannon Community Centre,
75 Gosford from 7 p.m. to 8 p.m. and Wednesday, January 27th at the municipal office, 50 St-Patrick, Shannon from 9 a.m. to 7 p.m.  Resolution #160-09-2009 will be available for consultation at the same locations and times. 
 
According to article 553 of the Act respecting elections and referendums in municipalities, 305 requests are required for a referendum poll to be held.  If the number is not reached, the resolution will be considered approved by the persons qualified to vote.  
 
The results of this procedure will be announced at 7:05 p.m. on January 27th, 2010 at the municipal office, 50 St-Patrick, Shannon.
