FINANCIAL RESOURCES MANAGER

Under the supervision of the Secretary and Director General, the National Battlefields Commission is looking for a manager to run the organization’s financial resources services. The Commission has 59 full-time equivalents and a budget of some $9 million.
Duties:
• Set guidelines for the finances sector and ensure their efficiency;
• Participate in planning NBC strategies and guidelines and make appropriate recommendations;
• Plan and supervise the management of financial and material resources, including information technology (IT) and human resources;
• Participate in budget planning and the establishment of budget priorities with Senior Management;
• Analyze, manage and oversee the use of payroll and operations budgets;
• Supervise the production of all reports based on requests from Canadian Heritage, the Treasury Board Of Canada Secretariat and the NBC;
• Supervise the production of monthly, quarterly, future-oriented and annual financial statements;
• Develop and implement internal control mechanisms;
• Upon request, participate in Board of Directors’ meetings;
• Sit on the NBC management committee and participate in the decision-making process;
• Work in close cooperation with all NBC managers and department heads.
Requirement and qualifications:
• Bachelor’s degree in accounting and 7 to 10 years of experience related to the duties described or in a discipline relevant to the duties, including 3 years in personnel management;
• Excellent computer skills (Office Suite);
• Good people skills;
• Sense of organization and ability to establish priorities;
• Ability to rally and mobilize a work team;
• Ability to deliver expected results within established deadlines;
• Ability to work under pressure;
• Teamwork skills;
• Excellent French and English, oral and written;
• Leadership, good communication skills, judgement, self-sufficiency, sense of responsibility, rigor, thoroughness, honesty and dynamism.
Assets:
• Hold a CPA accounting title;
• Experience in the federal government;
• Experience in human resources;
• Knowledge of various policies, the Financial Administration Act, guidelines of the Receiver General for Canada and the Treasury Board of Canada Secretariat.
Working conditions:
• According to the salary scale in force;
• Permanent, full-time position – 37.5 hours/week;
• Full benefits package;
• Anticipated start date: November 2017.
